Project Team

Glynn is the headman of the LAIT UP BELIZE! project. He comes to Belize with a wealth of experience and technical knowledge, having implemented national and regional energy projects in developing states within the Caribbean and several other continents.

Glynn leverages both engineering and management competences as an independent energy expert and small business consultant practicing since the mid-1980s. Glynn’s practical experience ranges at all levels of application of energy efficiency (EE) and renewable energy (RE) systems; from engineering design and supervision of individual projects and programs to national and regional energy policy. He has completed consultancy assignments for national, regional, and international organizations in the public, private and NGO sectors including World Bank, UNDP, DGIS, GTZ/GIZ, WWF, IRENA, IEA, DANCED, NORAD, EU and others.

Glynn holds an MSC in Energy Studies from the University of Cape Town.

Luis Larregola

Key Expert

Luis is the technical linesman in renewable energy for the LAIT UP BELIZE! project. As a telecommunications engineer with more than 30 years of experience in renewable energy (RE) and energy efficiency (EE) systems, Luis provides a vital support to the key stakeholders in the implementation of the various infrastructural developments slated in the Belize Sustainable Energy Roadmap – particularly electrification with mini-grid and standalone electricity systems.

Luis has served as key expert and senior consultant on various industrial and service sector RE/EE projects facilitated by the IDB as well as the EU within several Latin American countries. Luis also served as Associate Professor of the master’s degree program in Air-conditioning and energy efficiency technology as well as coordinator of the Energy Audit Module at the Rovira Virgili University of Tarragona in Spain.

Luis holds a degree in telecommunications from the Polytechnic University of Catalonia, Spain; and is certified by by TÜV NORD as an auditor and trainer in Energy Management Systems based on the international standard ISO 50001:2018.

Gloria is the financial and administrative anchor woman for the LAIT UP BELIZE! project. Gloria supports the project team with the core functions of finance and administration, including accounts management and reporting, budgeting, procurement, maintaining files and inventory, coordinating logistics among other duties.

Gloria’s professional experience stems from serving in the private sector and in a similar capacity on a previous project implemented in Belize also facilitated by the EU via GFA Consulting Group; among other work experiences which has moulded her professional abilities and skills.

Gloria holds an Associate Degree in Business Management with concentration in Economics with valedictory award from the Independence Junior College in Belize.

Rachel Sedacy

Rachel is the front woman for the LAIT UP BELIZE! project. She complements the project team with her marketing expertise and creative design skills to keep the public and key stakeholders of Belize, informed and inspired about project initiatives implemented in the energy sector.

Having an array of business competences, Rachel’s professional background encompasses over ten years serving within the development sectors of Belize. Her experience in Marketing and Communications includes serving as Supervisor of Data Dissemination at the Statistical Institute of Belize and Marketing and Communications Manager at the Development Finance Corporation in previous years. Within various capacities, Rachel has worked with a cross-spectrum of economic development stakeholders such as local government, business sectors and civil societies to sensitize and engage local communities towards the growth and enhancement of innovative sectors such as renewable energy and small business support for women and disadvantaged groups.

Rachel holds a Bachelor’s Degree with Honours in Marketing from the Anglia Ruskin University in Cambridge, United Kingdom.
